European Research Area (ERA): Country Report 2023 Germany published

The Pact for Research and Innovation in Europe requires the European Commission to prepare annual reports on each Member State’s progress in the implementation of the European Research Area (ERA) agenda. In this context, the European Commission has now published the first progress report on German efforts in the ERA.

The ERA country reports provide qualitative and quantitative information on the implementation processes. Quantitatively the reports are based on the ERA Dashboard and its related indicators.

Germany is strongly committed to the implementation of the ERA Policy Agenda. It is among the first countries to have a national strategy and roadmap for the implementation of the ERA: The National Action Plan for the European Research Area.

According to the report Germany is above the EU average in ERA sub-priority areas such as open science, research infrastucture and global engagement. However, gender equality and inclusion in science remain a challenge.

Germany is a strong innovator according to the European Innovation Scoreboard 2023. Based on the European Semester Country Reports, total Research and Development intensity in Germany reached 3.13 percent in 2020, placing the country among the five EU Member States reaching the EU 3 percent goal.
