European Union Action to Fight Environmental Crime (EFFACE)

The killing of elephants for their tusks, the export of harmful waste in contravention of existing regulations, and the deliberate discharge of noxious substances from vessels into water bodies can all be considered environmental crimes. The challenge governments face in counteracting these crimes is that their unofficial nature makes it difficult to detect and quantify them. The goal of the FP7 project EFFACE is to address gaps in our knowledge about environmental crime. Led by the German think-tank, Ecologic Institute, the project’s 11 partners will aim at developing policy recommendations for the EU on how to better combat environmental crime.

EFFACE will use qualitative and quantitative data to conduct and in-depth investigation of the different types of environmental crime in the EU as well as those occurring outside the European territory but linked to the EU. The project’s main elements are the following:

  • A conceptual framework that will lay down the project’s research questions and definitions
  • An analysis of instruments, actors and institutions of how the EU has approached the fight against environmental crime so far
  • A SWOT analysis of the EU’s current efforts to combat environmental crime
  • A quantitative study of the costs and impacts of different types of environmental crime
  • Several country case studies about the mechanisms and impacts of different types of environmental crime within and outside the EU and possible counter-measures

Using the results of these tasks, the EFFACE partners will develop options and policy recommendations for the EU to fight environmental crimes. These will be disseminated through various channels, such as dialogues with stakeholders, who include practitioners and policymakers. In doing so, EFFACE will provide valuable support to the EU’s efforts to combat environmental crimes. EFFACE also publishes a newsletter and has a twitter account, both of which are accessible through the project website www.efface.
