EUROHORCs (European Union Research Organisations Heads Of Research Councils) was an independent association dedicated to promoting excellence in all branches of research in which major publicly funded national research organisations in Europe are assembled. By creating an informal platform for discussion, producing policy statements and initiating joint activities, EUROHORCs sought to strengthen its influence on European research policy. EUROHORCs used the European Science Foundation (ESF) as an implementation agency.
On 20 October 2011 the last General Assembly meeting of EUROHORCs was held in Berlin, Germany. The members present took an unanimous decision to dissolve EUROHORCs. All activities, especially the work on the Road Map towards a Globally Competitive ERA, have been taken over by its successor organisation Science Europe.
