There are significant differences between the innovation systems of China and Germany, which manifest e.g. in differing priorities, the roles and opportunities for influence of individual actors, and the use of steering instruments. Compared to Europe, there is a much closer interlocking of party, government, science and industry in China, which shapes the entire innovation system.
This study was commissioned by the Expert Commission on Research and Innovation (EFI). The aim of the study is to compare aspects of both systems and to identify relevant aspects for the German innovation system from China's development and to derive recommendations for action. Aspects that were examined in the context of this study are China’s government structures with relevance for the innovation system, R&D strategies and funding as well as different actors in the research and innovation systems. The study also analyses the performance of the Chinese innovation system as a whole and on a regional level with a special focus on the Greater Bay Area, High-tech Zones and Science Parks. It also covers the topics access to the Chinese market and Chinese foreign direct investments in Germany.
