The STI policy reviews developed by UNCTAD aim to contribute to the development of national STI capacities so that national STI plans and programmes effectively support the implementation of inclusive and sustainable development strategies by promoting growth and productive diversification and competitiveness as well as addressing priority social and environmental problems.

This review is intended to be a tool for learning and reflection, enabling all actors in the STI system to better understand the strengths and weaknesses of the system and to identify its strategic priorities.

The Science, Technology and Innovation Policy Review of the Dominican Republic was prepared by UNCTAD in response to a request made by the Ministry of Higher Education, Science and Technology (MESCYT).

The analysis was based on various reports and secondary sources, national and international databases, as well as interviews with approximately 80 professionals from the science, technology and innovation system of the Dominican Republic, conducted between 25 November and 6 December 2019, in Santo Domingo and Santiago de los Caballeros. A first draft of the document was reviewed in five workshops during 2020, organised by the Vice-Ministry of Science and Technology (MESCYT).

This document presents the analysis, main conclusions and recommendations of the Science and Technology review for the Dominican Republic. The assessments, judgements and conclusions made in this document are solely attributable to the UNCTAD secretariat.
