The then Minister of Higher Education, Training and Innovatio asked the UNESCO for an assessment of the current status of the three functional pillars of the ministry, namely TVET, higher education and innovation, which belong to the mandate of UNESCO. The assessment was also to guide strategic priorities and propose policy options.
