Turkish and German companies and research institutions are invited to submit proposals for collaborative industry-led R&D projects aiming at creating new products, processes and services in all technological and industrial fields for a civilian purpose.
The national agencies for EUREKA in Turkey and Germany, TÜBİTAK and the EUREKA/COST-Bureau at the German Aerospace Center / Project Management Agency (PT-DLR), are publishing this joint R&D call for proposals under the EUREKA Initiative. Joint projects in this framework can be funded through Turkish and German funding programmes or may be leveraged by other investments.
EUREKA is a European intergovernmental network facilitating trans-boundary market-oriented R&D projects aiming at new products, processes and services with a civilian application. Founded in 1985, EUREKA now includes 39 European countries, Israel and the European Commission. Canada, South Korea and South Africa are associated countries. Following a bottom-up approach, EUREKA has been the driving force of innovation in Europe for 30 years, boosting productivity & competitiveness of EUREKA members.
The submission of proposals and the approval of collaborative projects will be evaluated in line with EUREKA procedures (see Call Structure below).
Project Participation and Funding
Projects resulting from this call must cover at least one partner from both Germany and Turkey.
In Turkey, all companies which were established in accordance with Turkish law can apply for funding for their international projects. There is no budget limit for international projects and they can be funded by TÜBİTAK without any restriction in project duration. Only companies participating in international projects are funded within this program but universities and research centers can only be subcontractors of companies located in Turkey.
Companies receive certain percentage of their eligible costs as a grant in this call. There is no maximum or minimum limit to the budget of project. The percentage is 60% for large companies and 75% for SMEs.

In Germany, participants may, in principle, come from industry and academic research. A suitable funding source might be the future ZIM programme (Zentrales Innovationsprogramm Mittelstand) which addresses SMEs as main project participants. At least one German SME has to participate. Only then, research organisations are entitled to apply for funding, too. If there are only participants from research organisations in Germany they can usually not be funded. Large industry may be also part of the consortium but cannot be funded either. Preliminary information on ZIM is available here (only in German).
Participation on the basis of other funding programmes or by own financial resources (self-financing) is always possible for both companies and research institutes.
Partners from other countries, particularly from EUREKA member countries, may participate in the projects coming out from this call but cannot apply for funding in Turkey or Germany.
Call Structure
Submission of EUREKA project applications is open immediately and will be accepted and reviewed as submitted until 15 May 2015.
The submission process is as follows:
- Early consultation with the national EUREKA agency in the country of the participant (contacts see below)
- Submission of the EUREKA Project Application Form to the national EUREKA agency
- If funding is requested: submission of application for funding to the relevant authorities (contacts see below).
The EUREKA Project Application Form must be filled in English and legally signed by all participating entities. The signatures must be scanned and sent electronically together with the EUREKA Project Application Form.
Applicants looking for funding should be aware that, besides the EUREKA Project Application Form, a separate funding application according to national procedures is required. Upon request, TÜBITAK and EUREKA/COST Bureau will inform applicants from their countries about funding opportunities and national funding procedures.
The EUREKA status (EUREKA Label) may only be granted if the financing of all project partners has been secured, either through public funding schemes or through self-financing.
