The present study has been conducted under the European Commission’s initiative "Support to the Higher Education Reform Experts" (SPHERE) by a small team of experts. It discusses the research capacity of higher education institutions in the Western Balkans (WB).
The study provides recommendations (including performance indicators) to national governments and higher education institutions in the Western Balkans, as well as to the European Union (EU).
