Quality of research: started the evaluation of the 2011-2014 period
Green light to the evaluation of the quality of scientific research in relation to the years 2011-2014. The Minister of Education, University and Research (MIUR), Stefania Giannini, has signed the decree establishing the criteria to be followed by the National Agency for the Evaluation of the University and Research Systems (ANVUR) in the evaluation process.
Among the new features, there is the number of publications that each researcher will have to submit: from a minimum of 2 to a maximum of 4, depending on the discipline of reference. State universities, legally accredited private universities, public research institutions supervised by the MIUR will all be subject to evaluation.
“The new evaluation process – says Minister Giannini – will allow us to have an updated picture of research quality in Italy. This picture will have an increasingly relevant role in the allocation of public resources to universities and research institutes. Compared to the previous evaluation system, we have made some simplifications: it will be possible to submit a monograph instead of two research studies, as repeatedly requested, for example, by the sector of humanities”.
The reviewers will take into consideration three quality profiles that will affect, with different weight, the final judgement: overall quality of research (75%), quality of the research carried out by newly hired or newly promoted researchers in the period 2010-2014 (20%), and competitiveness and attractiveness of the research (5%). This confirms the importance attached to the work of newly hired or newly promoted researchers to encourage universities and research institutions to meritocratic recruitment policies.
The evaluation process will be launched with a special call issued by the President of ANVUR and will be concluded by the publication of the results by 31 October 2016.
